Frome planning news : This town school wants changes and it doesn't look like it will be going swimmingly for a pool project

Frome Town Council is asking for more details after considering a planning application by North Hill House in Frome, a school for children with additional needs, which has put in a planning application to move away from just residential care.

The school on Bath Road, has put in an application to turn some bedrooms into classrooms, and for a change of use from a residential school (Class C2) to day school (Class F1). Under 2022/2496/LBC it has also put in a request for external alterations to the 1970s building to rear and works to the existing playground.

Councillors heard that the school run by Aspris Children's Services Limited currently has 49 pupils, aged seven to 16, but has capacity for over 60 children.

Neighbours to the school have expressed concern about noise and councillors also asked how many additional cars will be in the roads around the school drop off and collect times.

At the planning meeting at the Town Hall (January 26) councillors discussed the application which could include changes to the playground to the side of the special education building.

They requested more details on the potential increase in the number of pupils, whether the school has a traffic and travel plan on how pupils will get to North Hill and asked for a commitment that any changes to the play area would not mean any trees being removed, with a recommendation that more trees are planted.

" We do fully appreciate the desperate need for this type of provision of school in this area," Frome councillors noted, " But we would like more details."

The meeting of the planning committee at the Town Hall, also unanimously approved planning reference 2022/2296/FUL, which is an application to build a four bedroomed home on land at 378279 148434 Rodden Road. Councillors heard that the plot has been in the same family since the 1950s and was previously where a pub adjacent to the site, was planning on extending.

They also discussed an application - retrospective - concerning two outbuildings in a garden in the conservation area of Frome, a situation described as tricky.

The home, 82 Selwood Road in Frome, is listed, and by strict rule of the law, any structures are also covered by the rules. Councillors heard that one of the buildings is being used as a pottery studio, another as a garden store, and some of the neighbours have objected to the structures for not being in keeping with the surroundings.

The meeting was told that while a view is not specifically an issue in terms of the rules for a conservation area, residents are allowed to expect some amenity of the area - roughly translated as being allowed to enjoy the views around them.

Councillors voted to agree the application (2022/2383/HSE) saying that they would also recommend if something might be done to ensure the buildings could be perhaps painted differently or made of cladding of more sympathetic materials.

Other planning applications put into Mendip include:

An application for a non-material amendment to permission 2022/1013/HSE which is to change the ground floor timber weatherboarding to metal cladding (as agreed for the first floor) at 19 Styles Hill Frome.

Uplands on Innox Hill in Frome has put in an application for a non-material amendment to permission 2022/1722/FUL for the reduction in internal floor area.

The homeowners of number six Keyford Terrace in Frome has put in an application for Approval of details reserved by conditions 3 (Materials), 4 (Sample Panel - Walling) 5 (Method of Attachment of Extensions) and 8 (Materials - Garden Office) on planning consent 2022/1838/LBC.

One Farmhouse Drive in Frome has applied to build a first floor rear extension. Ref. No: 2023/0112/HSE

The homeowners of 11 Keyford Frome have put in an application to cut back an Oak tree, details under Ref. No: 2023/0113/TCA.

Number four Redland Terrace Frome (under Ref. No: 2023/0120/HSE) has applied to build a single storey rear extension, and 82 Broadway Frome has applied to fell a Thorn tree (Ref. No: 2023/0107/TCA).

Planning decisions made by Mendip include:

An application for the installation of a slip and slide, which would need temporary scaffolding at the Showfield in Frome, has been ruled not lawful.

The plan was in for a summer-only water slide for eight weeks. It was going to be positioned up the hill from this gate.

The applicants wrote to planners : "The strip of grass to the right at the top of the hill is where we would like to put some temporary scaffolding for 8 weeks . for a 75 metre slide along the ground finishing in a pool. " They argued that the project would have brought a great activity to the town during the summer and will provide something for all ages to do.

And an application for a rear extension at 15 Marsh Road Rode has been approved.
